In Maryland can a master electrician pull a permit for someone not doing the work?

Specifically, can an electrician pull permits for a company he does not work for? The electrician charges a fee for a company to use his license, but does not work for that company. He then pulls permits for other companies for a fee, and doesn’t do the work is this allowed?

I don’t know about maryland but here in colorado its done all the time ….
the catch is its your license on the line if not done properly and to code and if something happens down the line you are responsible not the person who did it.
